New Budget API Endpoints

What's Changed: We are planning to introduce two new endpoints, "Update Budget Allocations" and "Delete Budget Allocations," which will allow developers to update or delete allocation cost amounts or percentages for budget items in an event. Developers can also adjust or remove the allocation notes for each allocation within the budget item.

Benefit:  These new endpoints will provide more flexibility and control over budget allocations, enabling users to manage and update financial data accurately. This will help internal financial teams to clearly understand and bill departmental charges based on finalized costs, improving financial tracking and accountability.
