Create Transaction REST API

The new Create Transactions API endpoint will allow developers to create an offline transaction on an attendee's record. This will ensure that transactions are marked as paid and eliminate any outstanding balance. The endpoint does not currently support posting transactions that are meant to be done in partial payments.
