OnArrival Badge Designer Pre-printed Badging Support

In order for our OnArrival Basic customers to take advantage of the OnArrival Badge Designer experience, pre-printed (PDF) badges must be supported. This would expand the capabilities of the OnArrival Badge Designer beyond just on-demand badge printing and support all badge-printing workflows for our planners.
